Shourov Chatterji contributed readframedata package of Matlab functions to reading in frame data. (M-files loadframecache.m, readframedata.m; scripts createframecache.pl, convertlalcache.pl)

Release compatibility notes:

• The Solaris version was built for Solaris 8 and Matlab R13. A few simple tests indicate that they also work on Solaris 9 and Matlab R14.
• The Linux version was built for Fedora Core 3 and Matlab R13. A few simple tests indicate that they also work for Red Hat 9 and Matlab R14. However, any error raised by frgetvect cause Matlab R14 to abort.
• No Darwin binary version is included in this release.
